Community Physical Infrastructure
This program is geared towards developing infrastructure:
1. Sustainable source for clean drinking water
a. Irrigation canals for agricultural areas
b. Link roads for rural communities
c. Sanitation projects
d. Solid waste disposal
History and background:
HDF first became involved with water resource management in 2000-2001, when some areas of Pakistan, especially Sind and Balochistan, were facing severe drought. People had lost there livestock, orchards and many were migrating due to the lack of water. HDF went into Zhob, Balochistan with the intention of starting its integrated model of development. It soon became clear that unless the community’s water shortage was addressed, they would not be receptive to any other options.
With that, HDF Board decided to make a delay action dam in Shahabzai, a village near Zhob, after a lot of negotiations with the community and survey for a suitable location.
By the time the dam was completed, the community had developed confidence and relationship with HDF to the point where they were willing to let the HDF staff make a presentation about its work.
Method of implementation:
HDF works in partnership with the communities. Communities are asked to contribute 20% of the cost in the form of cash, material or labor. HDF also facilitates the formation of a management committee for every project that is responsible for the maintenance and upkeep after the completion of the project. This goes along with our philosophy of “helping people help themselves”.
Financing:
Most of the funding for this is from “Pakistan Poverty Alleviation Fund” (PPAF) in the form of a grant. PPAF is a semi-government institution funded by the World Bank. After the Shahabzai Dam was built, PPAF offered a grant to built another dam in Maroofzai, Balochistan.
After that, PPAF approved several infrastructure projects for HDF communities.
