2009 Overview and Goals
Education:
In 2009, HDF continues to work towards its goal of ensuring by 2015 boys and girls throughout Pakistan have the opportunity to complete primary schooling, and eliminating gender disparity in the school system. In 2009, our efforts to reach this goal include opening non-formal, formal and elementary schools across the country, as well as increasing enrollment in communities with new and existing schools.
In 2009, HDF is focused on increasing enrollment, building new institutions, and improving the quality of existing educational programs with your support. For example,
- HDF is committed to enrolling 2,100 new students in non-HDF Schools this year. During the first three quarters our community outreach efforts have resulted in the enrollment of 2045 new students.
- In 2009, HDF hopes to open 5 new elementary and secondary schools specifically for girls. Already this year, we have opened 4 schools
HDF Education Program is striving to achieve its goals. Main emphasis is held on quality instead of quantity. By the end of 3rd quarter, the education program achieved 90% of its targets. Series of teachers’ trainings were held all across the HDF regions during the reporting quarter.
Health:
In 2009, HDF continues its on-going efforts to deliver health care to those that need it the most. We continue to focus on immunizing children and women of reproductive age, as well providing innovative mobile health care solutions. Providing health care in such diverse and expansive regions can be challenging. As a result, HDF constantly monitors the effectiveness of our programs and finding the best means to achieve our short- and long-terms goals.
In 2009, HDF remains committed to preventive and curative health care efforts, as well providing health education to the individuals and communities that need it the most. with your support:
- HDF strived to ensure EPI vaccination to all children under five years of age.
- We developed strong linkages with the Government Health Department to overcome the on-going shortage of health staff in the government.
- We arranged 25 free Medical Camps this year in all the regions HDF serves.
- HDF provided school health services. This year we hope to reach more than 9,000 students at HDF Schools.
The achievement of health program in 3rd quarter of 2009 is 87%. A comparative analysis of progress of key performance indicators of HDF Goals of its Health Program with Government of Pakistan revealed that in most of the indicators the situation in HDF program areas is quite better as compared to the figures reported by Government. For example, Prevalence of underweight children of less than 5 year is 18% in program area, well below the 31.3% of the whole country.
Economic Development:
In 2009 HDF’s economic development program continues to develop measurement tools to determine small business feasibility, study options for providing micro credit to individuals, and the organization is currently exploring the possibility of founding an HDF micro finance bank to serve all these initiatives. Furthermore, HDF has maintained its impressive 100% recovery rate on our micro credits and joint venture partnerships in 2009.
With your support HDF:
- Trained 749 individuals in vocational and technical training against the target of 673 at the end of 3rd quarter 2009.
- Issued 112 loans to micro-entrepreneurs against target of 111 at the end of 3rd quarter 2009.
- Supported 57 Individual Joint Ventures against 68 targeted at the end of 3rd quarter 2009.
Economic Development program has been completed 86% operations of first three quarters of the year. Realizing the success of ongoing microfinance program, management has decided not only to accelerate the pace, but also introduce the concept of village banking to expand outreach while reducing risks within limited human resources. The farming community can be served quite efficiently with this lending methodology. Most farmers of program area have smaller land holdings and don’t earn sufficient income to alleviate poverty. HDF will promote off season vegetable farming in future and launch a pilot project in Mardan in this year to gain practical experience and technical expertise. Under this program we are conducting research on dairy development.
Sustainable Environment:
For the remainder of 2009, HDF plans on continuing its efforts to improve overall infrastructure for in-need communities. With your support HDF has already completed additional sustainable environmental work this year, including new water supply schemes in Bugna, Darna and Islamabad, as well as a kitchen and sanitation project in Bugna. Less than 30% of the population in Pakistan has an access to basic sanitation as compared to HDF program area where it was measured 59% in 2007-08. If HDF will maintain the current pace then it will achieve the desired target within due time frame.
Our specific 2009 community infrastructure goals were as follows:
- Hold 717 water tests to identify potential Arsenic within HDF program areas
- Develop 8 Waste Management Disposal Systems within HDF program areas
- Conduct 72 village cleanliness campaigns
- Construct 20 Latrines in Mardan, Shamsabad, Rahim Yar Khan and Zohb regions.
Social Mobilization:
Social mobilization is a core piece of HDF’s efforts to transform lives. Not only does the organization encourage individuals to identify their own problems, but it also provides them with the tools to recognize their potential and make better use of the available resources for them to elevate their quality of life. Social mobilization represents a total community effort, as it requires active participation from local institutions, leaders, community groups and members of the community to work toward accomplishing a common purpose.
With your support in 2009, HDF has focused its efforts on continuing to create more Development Organizations and Village Development Organizations, as well as to ensure existing organizations are maturing and accomplishing objectives. Further, the organization hopes is organizing a substantial amount of additional trainings in 2009 in areas such as children forums and community management skills.

- Ensure 42 VDOs have by-laws
- Form 30 Children Forums
