HDF Pakistan History: 1997-2008

Introduction: top

Human Development Foundation Pakistan (HDF-Pak) is a development sector non-profit organization.

HDF-Pak is registered under section 42 of the Companies Ordinance, 1984 by the Government of Pakistan.

HDF Pak has a tax-exempt status under section 2(36) of Income Tax Ordinance, 2001 by the Government of Pakistan.

HDF-Pak is a sister organization of the non-profit Human Development Foundation registered in USA (HDF.com). It has its own board of directors that meets 4/3 times every year. Some of the HDF-Pak board members are also board members of HDF USA board of directors.

HDF was established by USA based Pakistani expatriates in 1997 on the 50th anniversary gift to people in Pakistan.

The Human Development Foundation North America discovered that providing isolated preventive healthcare, although vital in a developing world country like Pakistan, is not enough to address the needs of a community suffering from ills of ignorance, poverty and deprivation.

We realized that the poverty complex is like the Multi Organ Dysfunction Syndrome (MODS) where the patients health cannot be restored by just addressing complications of one organ or system”, says Dr. Khalid Riaz, one of the founders of HDFNA.

With this epiphany, Dr. MSushtaq Sharif of APPNA, appointed the Human Development Task Force comprising of Drs Zeenat Anwer, Omar Atiq,Waheed Akbar and Shahnaz Khan, co-chaired by Nasim Ashraf and Khalid Riaz, and thus HDF was born.

Inspired by Dr Mehbub-ul-Haq’s newly recognized concept of human development index, which put Pakistan at a most underdeveloped level, and fueled by the sheer magnitude of deprivation and scope of meaningful work possible, the task force set out to work diligently over the next few months to put this idea into a workable plan.

2008 Initiating Strategic Plans.top

  • Got Tax Exemption Status under Section 2 (36) of Income Tax Ordinance 2001.

  • Adopted a closed loop management system.

  • A strategic plan was formulated spanning 2009-15 under which scalability and sustainability driven goals and initiatives were crafted.

2007 Serving 200,000 Individuals.top

  • HDFNA Management provides support services for the foundation and the Board governance activities. Audited Financial reports are available to the donors and public to foster organizational transparency, as well as donor confidence.

  • Obtained certification from PCP. The evaluation parameters of PCP included "Internal Governance", "Financial Management" and "Program Delivery".

  • Organizational Structure reviewed and revised. Proper hierarchical system was introduced for the smooth running of the organization.

2006 Signed Numerous Memorandum of Understandingtop

  • HDF established first formal school in Lahore region.

  • HDF adopted Bugna Village Complex - BVC (AJK) as its 8th Region and started its regular programs.

  • HDFNA received a grant from Association of Pakistani Physicians of Kentucky and Indiana (APPKI).

  • HDF got certification from NGORC under their “Institutional Management Certification Program” (IMCP).

  • Several MOUs signed with partner organizations as follows:

  1. MFF for: Establishment of Technical/Vocational Training Center in Bugna Village Complex.

  2. Pilot project to help improve sanitation among residents of the Bugna Village Complex by subsidizing the cost of building toilet/baths and kitchens (the “Sanitation Unit Project”) in approximately 100 Units.

  3. Pakistan Association of Greater Seattle (PAGS) regarding construction of Girls High School in Bugna Village Complex.

  4. “The Zalzala Livestock Initiative” for “Goat Project” of Bugna Village Complex. The goal of the project was “To create a pilot project for livestock regeneration in the Pakistan earthquake zone using established principles of micro-finance”.

  5. Rawalpindi Medical College (RMC) for the establishment of a “state of the art” Physical Rehabilitation & Training Center” (PRTC) in Holy Family Hospital. HDF will provide $ 150,000 for two years.

  6. SOS Village for supporting 150 earthquakes affected Children (orphans)/mothers.

  • HDF Strategic Planning workshop was held in USA, where CEO – HDF Pakistan participated.

2005 Oct 8, Kashmir Earthquake Support-Rising to the Challengetop

  • HDF extended its partnership with Khushali bank into Mardan region.

  • HDFNA tapped institutional funding of US $ 50,000 per year from International donor i.e. United Nation Development Fund.

  • HDF for the first time in its history held Annual Retreat; all HDF staff members from all the regions participated in this event.

  • On occurrence of Earthquake the focus of the World concentrated on Relief and Rescue Operations. HDF decided to adopt 6 villages near Bugna in Azad Kashmir.

  • Socio-Economic Surveys were conducted in all Units of HDF regions to analyze the prevailing conditions in terms of HDF goals/indicators.

  • HDFNA and HDF, Pakistan Boards decided to participate in the Earth Quake relief efforts to help the victims of Oct 8, 2005 victims.

  • Overwhelming response from our donors and supporters resulted in historic levels of donations of money, medical equipment, other supplies as well as a surge of volunteerism. Teams of physicians spent time in Bugna village, helping the victims along with the staff.

  • HDF Pakistan CEO, Azhar Saleem attends BOD meeting in Chicago, and makes presentations at several events.

2004 HDF Adopts United Nations Millennium Development Goalstop

  • HDF National Office relocated to Islamabad.

  • HDF aligned its Goals with Millennium Development Goals.

  • Board of Directors Meeting was held on September 14, 2004. HR and Administrative Policy were elaborately defined.

  • HDF participated in an international conference held by Pakistan Poverty Alleviation Fund (PPAF) on “Micro Finance”.

  • Socio-Economic Surveys were conducted in one HDF unit: Plan for survey to be replicated in all the units of HDF in 2005.

  • Credit MIS was installed in HDF to streamline and strengthen HDF Micro Credit Program.

  • New programs were created at national office: “Performance Improvement Program” and “Public Affairs and Foundation Development”.

2003 HDF-Pak Launched Lahore Projectstop

  • Visionaries documentary by Bill Mosher features HDF as a premiere organization doing incredible work.

  • HDF started its own Health Program.

  • HDF started a new Region in Lahore.

  • HDF developed its own syllabus for Class 2 for HDF Child Friendly Schools, which included Math, Urdu, Science, Social Study and Islamyat.

  • New Chief Executive Officer Lt Col (Retd) Azhar Saleem was recruited.

  • MOU signed between HDF and King Edward Medical College Lahore (KEMC) for a joint venture for primary preventive and curative care in Lahore region.

  • HDF signed a new project on “Environment and Sanitation” with UNICEF for the installation of Hand Pumps, water & sanitation , capacity building of the community members, formation and training of PTA members and teachers’ trainings.

  • HDF constructed a 2nd Delay Action Dam (DAD) in Village “Maroofzai” of Zhob Region (Baluchistan).

2002 HDF Pakistan Develops Partnerships top

  • Regional Offices established in semi-urban area of Islamabad.

  • The first elected Board of Directors for HDF Pakistan was constituted. Khalid Riaz was elected Chairperson.

  • HDF started own Health Program.

  • New Program “CPI” started in MDN and ZHB regions in collaboration with PPAF.

  • HDF signs partnership agreements with Khushali Bank, Poverty Alleviation Fund (PPAF) for program services and for Community Physical Infrastructure with a grant for another dam in Balochistan.

  • HDF installed Bio Gas Plants in 8 Villages of its Rahim Yar Khan Region in collaboration with Pakistan Council of Renewable Energy & Technology (PCRET).

2001 HDF Launched Zhob, Karachi Area Projects top

  • Through its Drought Relief Program, medicine was distributed at Noshki Camp at Chaghi District and Zhob; Water distributed at Zarkho; seed and food distributed at Tharparker.

  • The Zhob and Karachi regional offices were established; the Mardan and Shamsabad regions expanded.

  • HDF started its own Education Program.

  • The Delay Action dam at Shahabzai (near Zhob, Balochistan) was completed.

  • HDF started its first Adult Literacy Program.

  • New Regional Offices established in Zhob and Karachi (Total Regions – 5)

  • Program expanded to 8 units (HHs-10,752, Population – 80,640).

  • HDF started own Education Program.

  • Health Program started in ZHB and KKA regions through APPNA SEHAT.

2000 HDF Launched Shamsabad Projects top

  • Ghani Marwat was hired as the first HDF-Pak Country Director. Regions in Sindh, Punjab and Baluchistan were added. Decision to participate in the drought relief in Pakistan was made.

  • April: HDF office established in Shamsabad region, starting out with 8,000 people.

  • July: Mardan region was expanded to include 10,000 people.

  • August: Rahim Yar Khan region was established and started with 8,000 people.

  • Registered in Pakistan as a Public Limited Company, under Section 42 of the Companies Ordinance 1984.

  • Health Program started in SBD and RYK through APPNA SEHAT.

  • Sept.: The National Office for HDF Pakistan was established in Rawalpindi.

  • October: The construction on a Delay action dam at Shahabzai (near Zhob, Baluchistan) begins.

1999 HDF Launched in Mardan Projects top

  • HDF Pak officially started on June 1, 1999. Education and economic development components were added to the existing APPNA SEHAT program, and an integrated HDF project was started.

  • First HDF Office was established in Mardan.

1998 Founders meet to discuss implementation details top

  • A meeting of the founders was held in Islamabad to launch HDF in Pakistan.

1997 Human Development Foundation North America (HDF) Launched.top

  • HDF was formally launched at the 19th Annual Meeting by APPNA, during a seminar on Human Development. As an autonomous entity, the broad principles for its running were outlined. As an unprecedented historic event, 45 members pledged to donate to an endowment fund and become founding members.

  • Decision was made that HDF Pakistan (HDF-Pak) would use a comprehensive, collaborative and facilitation model.

  • Application was filed with IRS for a tax ID as an 501(c)3 organization in USA.
